Elza Sousa
Elza Paulina de Souza. Doctoral candidate in the Smart and Sustainable Cities Graduate Program – UNI9 (PPG-CIS/UNI9). Holds degrees in Physical Therapy (2003/UNICSUL) and Philosophy (2018/UNIMES). With 38 years in Public Security, she joined the Metropolitan Civil Guard in 1986, being part of the 1st class of the Female Corps, reaching the rank of Superintendent Inspector. First woman to assume the Municipal Secretary of Urban Security/SP (2021 to 2024) and the General Command of the Metropolitan Civil Guard/SP (2019 to 2020). She distinguished herself in actions to combat violence against women and in strengthening the Civil Guard as an integral and active body of the Unified Public Security System.

Violence against women does not begin at the moment of aggression. It is sustained by a culture that normalizes silences, unequally distributes power and voice, and also permeates the daily life of organizations. Who can dissent? Who is heard? Who learns to reduce their own presence in order to remain? Carla Boin and Elza Paulina de Souza discuss what exists between explicit violence and the everyday behaviors that make it possible. Moderated by Mariana Kotscho, the panel proposes a conversation about prevention, listening, accountability, and the role of organizations in building safer, more conscious relationships that are less tolerant of silence.
