Economist and Doctor in Political Science (Iuperj / UCSD – University of California San Diego). President-Director of IMDS and Associate Researcher at FIPE/USP. He was coordinator of the Social Security Studies Group at IPEA, held the positions of Deputy Secretary-General of Finance for the State of Rio de Janeiro, director of IBGE and superintendent of ANAC. He taught at Cândido Mendes University and at the Pontifical Catholic University of São Paulo (PUC-SP).
