Luiz Eduardo
Civil engineer graduated from UFRJ, with an MBA in management, governance in the public sector and specialization in project management, with extensive experience in both public and private sectors, and performance in strategic projects. He served as Operations Director and Engineering and Architecture Director at CCPAR/CDURP, responsible for managing and implementing projects, works and concession and PPP initiatives in Rio de Janeiro. Throughout his career, he participated in relevant projects such as the Gentileza Intermodal Terminal, VLT Carioca, PUC Porto Maravilha, Marcello Alencar Tunnel and the Rio 2016 Olympic Park. He was CEO of CET-Rio in 2025.

Between master plans, urban projects and the daily occupation of spaces, a frequent distance emerges between what is designed and what is lived. This panel proposes a discussion about the conflict and possible convergences between urban planning, spontaneous growth and the real needs of the population. On the agenda are mobility, housing, access to services and the capacity of cities to adapt to continuous social and environmental transformations.
